Under the general direction of the Branch Chief of Multifamily Grants Management (MGM) in the Division of State Financial Assistance (DSFA), the Manager II oversees and directs the work of first level managers and specialists in a section responsible for all phases of administering the Department of Housing and Community Development (Department) multifamily grant agreements in compliance with programmatic and statutory requirements, including Homekey.

The MGM Branch is primarily responsible for the fiscal and contract management of state funded multifamily grant programs including disbursing and verifying the use of funds per eligible activities, monitoring and clearing of standard agreement special conditions, clearing performance milestones such as construction completion and occupancy, enforcement of appropriate affordability restrictions, monitoring reporting requirements, providing technical assistance to grantees to ensure programmatic and statutory requirements are met.

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California.

HCD Disclosure Requirements

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated experience in administering multifamily affordable housing and/or other housing programs through federal, state and/or local funding sources.
  • Demonstrated experience in administering state and/or federal grant conditions, and/or other regulatory requirements.
  • Demonstrated experience in the hiring, supervision, and development of a diverse staff including office-centric and remote-centric staff.
  • Ability to perform legislation review and analysis; review and write regulations; apply quality management principles and techniques; and develop, review, and edit sensitive and complex written reports and establish and maintain project priorities.  
  • Ability to communicate effectively, verbally and in writing; work collaboratively in multidisciplinary teams, and develop and maintain cooperative and harmonious relationships with other branches and other state agencies, peers, and the public,
  • Experience with Microsoft Word, Excel, Outlook, PowerPoint, SharePoint, and PowerBI.
  • Experience working with executives and program staff of government agencies.
  • Experience administering new programs and policies.
  • Experience communicating with Government Agencies & private sector.
  • Experience writing policies and procedures.

Statement of Qualifications

  1. Describe your experience developing and fostering effective relationships internally and externally with stakeholders and the public (e.g., consultants, local jurisdictions, developers, community organizations, architects, construction managers, government liaisons, etc.).
  1. Describe your experience in supervising and developing staff, or leading teams including your experience promoting diversity, equity, inclusion, and accessibility (DEIA) in the workplace.
